On September 7, 2025, a new chapter of the revolutionary peasant organization PKM was organized in a guerilla front in Negros island.
According to the CPP, the whole revolutionary movement in Negros is determined to strengthen the mass base within their areas of operation. They gave their all-out effort, with courage and resolve in doing mass work under the guidance of the rectification movement in the face of relentless fascist military operations in the guerilla front.
In August, the Armed Forces of the Philippines (AFP) and the Special Action Force - Philippine National Police (SAF-PNP) intensified and broadened its military operations in the mountains of a guerilla front in Negros. They employed more than 600-700 fascist troops in 32 columns from 5 batallions and 1 police battalion. These were supported by the fascist paramilitary forces (CAFGU) or Civilian Auxiliary Forces Geographical Units in detachments nearby.
The heavy presence of the fascist troops aimed to destroy the revolutionary mass base, encircle and smash NPA units and the whole revolutionary movement covered by the guerilla front.
In the midst of this situation, full-fledged revolutionary mass organizations are reestablished in Marcia, one of the villages within the scope of enemy military operations. Majority of the residents are from the basic masses. Most of them are tenants of absentee landlords.
Life is harsh for the peasants of Marcia. They are victims of feudal and semifeudal exploitation. One third of their produce are given to landlords as land rent. They receive slave wages of €4.45 - €7.42 of a daily quota system of work. In order to supplement their income, peasants raise livestock to sell in the market.
The village is near the detachment of CAFGU and the patrol base of the AFP. In the previous years, the village experienced intense militarization where military abuses and war crimes were committed by fascist troops.
Despite of this situation, the residents of Marcia are firmly united to overcome their economic, political, cultural, and military problems. Hundreds of families, with approximately 2,000 individuals, joined the chapters of PKM, Makibaka and Kabataang Makabayan (KM). Almost one platoon of people’s militia are mobilized for defense, teams of self-defense units are assigned to each sitio of the barrio where there is a Party branch leading the village.
The recent reorganization of the PKM chapter commenced with the orientation on security. The NPA commander praised the courage of the masses in pushing through with the assembly despite the fact that the venue is only 3 kilometers away from the operating fascist troops.
In the mass meeting, the leading political instructor of the NPA systematically discussed the prepared summing-up of revolutionary work in the area, the latest result of social investigation, subjective forces, structure and responsibilities, 1-year program and policies of the revolutionary organization in the barrio. They gave stress in the discussion of the revolutionary history of the barrio. Major discussions focused on the movement’s cooperation since the 1960s during the KM period, through the 1970s under the martial law regime of Marcos Sr., and on the arrival and ongoing operations of the people’s army up to the present.
Before the activity, a series of consultation meetings were conducted by the Party, NPA unit and responsible mass leaders in the barrio. A comprehensive plan based on the overall Front Committee and Section Committee plans and the actual enemy movement , was drawn. Within one week, the tasks and requisites in implementing the plan like summing-up, investigation and drafting of plans were assigned. The initial meeting was held to discuss the drafts and study the prepared documents. A campaign to unify organized masses on the documents was agreed upon. The campaign to restudy the revolutionary guide to land reform, which is a major basis of the PKM was also decided.
